If they copied some data into this sparse file but it didn't finish (if it failed or was still in the process of downloading), it might look really odd as a file to some scanning program.

Steam does this when you choose to install a came if you pay attention to what it's telling you. When downloaders have large files, they'll often pre-allocate the full size of the known download and then just copy the data into the empty file taking up space. It's probably some combination of the updating pre-allocating the space on disk, using compression, and poor antivirus heuristics.
